Chua Sock Koong, SingTel Group CEO
Ms Chua Sock Koong, 51, was appointed Group CEO of Singapore Telecommunications Limited (SingTel) on 1 April 2007. She oversees the Group’s three key businesses – Australia, Singapore and International and a range of portfolios from company secretariat and legal, corporate development to corporate communications. Prior to this, she was the Deputy Group CEO from October 2006 to March 2007. Sock Koong joined SingTel in June 1989 as Treasurer. In April 1999, she was promoted to Chief Financial Officer (CFO), responsible for the Group’s financial functions, including treasury, tax, insurance, risk management and capital management. In February 2006, she was appointed as Group CFO and CEO International, responsible for the key drivers of SingTel’s international business – Strategic Investments and NCS, the IT business arm. Besides overseeing the Group Information Systems and SingTel’s regional associates, she was responsible for driving strategic acquisitions and international business. Sock Koong is an Executive Director of SingTel and a Board member of Bharti Airtel Limited and JTC Corporation. She is also a member of the Singapore Management University (SMU) Board of Trustees and the Casino Regulatory Authority. In January 2009, she was appointed a member of the Public Service Commission in Singapore. Sock Koong holds a Bachelor of Accountancy (First Class Honours) from the University of Singapore. She is a Certified Public Accountant and a CFA charterholder.
Allen Lew, CEO Singapore, SingTel
Mr Lew, 53, was appointed CEO Singapore in February 2006 with responsibility for the performance and operations of SingTel's business in Singapore. Mr Lew began his career with the SingTel Group in November 1980. He has served in various senior management positions, including Chief Operating Officer of Advanced Info Service Public Company Limited - SingTel's associate in Thailand, Chief Operating Officer of Singapore Telecom International Pte Ltd and Managing Director of Optus Consumer. Mr Lew is a Board member of the Sentosa Development Corporation. Mr Lew holds a Bachelor of Electrical Engineering from the University of Western Australia and a Master of Science (Management) from the Massachusetts Institute of Technology, USA.
Lim Chuan Poh, CEO International, SingTel
Mr Lim, 53, joined SingTel in October 1998. He was appointed EVP (Strategic Investments) in February 2006. In October 2006, Mr Lim assumed the position of CEO (International). He is responsible for SingTel's regional associates and supports the growth objectives of SingTel's business groups through strategic investments in the region. Mr Lim has held various senior appointments, including EVP (Consumer Business) and EVP (Corporate Business) and was CEO of SingTel Mobile between April 2004 and February 2006. He is also Chairman of Bridge Alliance, a group of leading communications companies in Asia. Mr Lim has extensive managerial experience in the public sector and was Deputy Secretary at the Ministry of Communications prior to joining SingTel. He holds a Bachelor of Engineering Science (Honours) from Balliol College, University of Oxford, UK and a Master in Public Health Engineering from the Imperial College of Science and Technology, University of London.
Jeann Low, Group Chief Financial Officer, SingTel
Jeann Low, 48, was appointed Group Chief Financial Officer on 1 September 2008. She oversees the group’s financial affairs including corporate finance, procurement, taxation, treasury, risk management and capital management and investor relations. Before this appointment, Ms Low was Chief Financial Officer of Optus, since 2006. Ms Low joined SingTel in 1998 as the Group Financial Controller, responsible for the financial functions of the SingTel Group. In 2004, she was promoted to Executive Vice President of Strategic Investments where she managed the Group’s international investments and pursued opportunities for strategic investments globally. Prior to joining SingTel she worked for several years in both the London and Singapore practices of an international accounting firm and thereafter in a public listed electronics company in Singapore. Jeann is a Certified Public Accountant in Singapore. She graduated from the National University of Singapore with an Honours Degree in Accountancy.
Bill Chang, Executive Vice President (Business), SingTel
Mr Chang, 41, joined SingTel in November 2005 as Executive Vice President of Business. He has more than 15 years management experience in leading ICT companies and is actively involved in industry task forces and advisory work. He currently serves in the advisory committees of various institutions. He is a Board member of the Workforce Development Agency (WDA) and the Deputy Chairman of WDA Lifelong Learning Endowment Fund. Prior to joining SingTel, Mr Chang was the Managing Director of CISCO Systems' Advanced Services Group in Asia Pacific. He was responsible for the company's operations in 13 regional countries. He graduated with a Bachelor of Engineering (Honours) degree in Electrical and Computer Systems Engineering from Monash University.
Ng Yoke Weng, Chief Information Officer, SingTel
Mr Ng, 52, joined SingTel in 1997 as the Chief Information Officer. He was re-designated Group Chief Information Officer in 2003 following the integration of IT operations for SingTel's Singapore and Australian (Optus) businesses. Mr Ng leads and oversees the planning, development and operations of the IT infrastructure and information systems to ensure quality service delivery and operational efficiency. Since 1 April 2007, he has been covering the Group Chief Technology Officer role, responsible for driving long-term technology strategy, synergies and benchmarking. Mr Ng holds a Bachelor of Electrical Engineering (First Class Honours) from the University of Canterbury, New Zealand.
Mark Chong, Executive Vice President (Networks), SingTel
Mr Chong, 46, was appointed Executive Vice President of Networks in January 2008. His main responsibility is to optimize and enhance the fixed, wireless and international networks of SingTel Singapore, as well as implementing new network technologies. Mr Chong joined SingTel in 1997 as General Manager (Telephony) in the fixed-line business and was posted to Shinawatra Paging, a SingTel joint venture in Thailand, as Managing Director in 1999. Upon his return in 2001, he was appointed CEO (SingTel Global Offices) and was responsible for growing SingTel’s corporate business outside of Singapore. His role was subsequently enlarged in 2004 where he also took on the position of VP (Global Accounts). In 2006, he relinquished his CEO (SingTel Global Offices) role and focused on leading the Global Accounts team where he was managing the telecommunication needs of SingTel’s major corporate customers until December 2007. Mr Chong graduated with a Bachelor of Electronics Engineering and Master in Research in Electronic Systems from ENSERG, Grenoble, France and obtained his Master of Business Administration from the National University of Singapore (NUS).
Lim Eng, CEO, NCS Pte Ltd Mr Lim, 52, joined SingTel in September 1980. He was appointed the Chief Executive Officer of NCS Pte Ltd on 10 December 2007. Prior to his current appointment, Mr Lim held the position of Group Director (Human Resource) and was responsible for the development of human resource across the SingTel Group, including NCS and Optus. Mr Lim also had key responsibilities for Corporate Products and the General Business Group. He was also President of New Century Infocomm Tech Co., Ltd - SingTel's associate in Taiwan. Mr Lim holds a Bachelor of Engineering (Electrical) from the University of Singapore. He has a Master of Science (Management) from the Massachusetts Institute of Technology, USA.
Hui Weng Cheong, Deputy President, AIS
Hui Weng Cheong was appointed Deputy President of Advanced Info Service Plc (AIS), SingTel’s regional mobile associate in Thailand in November 2006. He oversees Marketing & Sales, Value-Added Services, Customer & Services Management and International Roaming. Prior to this, he was SingTel’s Vice President of Consumer Products, overseeing the development of new services for its fixed-line, mobile and broadband businesses. He concurrently held the positions of Chief Executive Officer of SingTel Paging as well as SingNet Pte Ltd, SingTel’s wholly-owned Internet subsidiary. Weng Cheong joined SingTel in June 1980 and has a wealth of experience in different business units such as Systems Development, Paging and Marketing. He was also the Managing Director of Shinawatra Paging of Thailand, a joint venture of Singapore Telecom International (an investment arm of SingTel), between December 1995 and April 1999. Weng Cheong graduated with a Bachelor’s Degree in Electrical Engineering (1st Class Honours) from the National University of Singapore in 1980 and holds an MBA (1993) from the University of Southern California.
Aileen Tan, Group Director (Human Resource), SingTel
Aileen Tan, 42, joined SingTel in June 2008 as Group Director Human Resource. She leads the people excellence practices and employee engagement programmes across the SingTel Group, including NCS Ltd. and Optus. Ms Tan is responsible for spearheading HR strategies to achieve SingTel’s aspiration as an Employer of Choice. Ms Tan has a wealth of HR experience garnered over 20 years working in various multinational and local businesses. She has held leadership positions in diverse industries, ranging from consumer goods to financial services, and from manufacturing to travel. Her work experience goes beyond the full spectrum of HR management, and includes product marketing, marketing communication and customer service. Ms Tan was previously Group General Manager Human Resource at WBL Corporation Ltd. Ms Tan graduated with a Bachelor of Arts degree, majoring in Statistics and Japanese Studies from the National University of Singapore. She also holds a Master of Science degree in Organisational Behaviour from the California School of Professional Psychology, Alliant University, USA.
Paul O'Sullivan, CEO, SingTel Optus Mr O'Sullivan, 47, was appointed Chief Executive in September 2004. He is responsible for all aspects of the performance and operations of Optus in Australia. Prior to his current appointment, he served as Chief Operating Officer for three years, following the acquisition of Optus by SingTel in 2001. Mr O'Sullivan joined Optus as Retail Marketplace Manager in its Business Division in 1996 and became Managing Director of its Mobile Division in 1998. Before Optus, he spent 11 years in various management roles with the Royal Dutch Shell Group. Mr O'Sullivan holds a Bachelor of Arts (Moderatorship) in Economics (First Class) from Trinity College, The University of Dublin and is a graduate of the Harvard Business School's Advanced Management Programme.
John Simon, Managing Director, SingTel Optus John Simon has more than 25 years experience in the information technology and telecommunications industries. He was appointed to the Managing Director role of Optus Business in September 2005. With his recent appointment to Managing Director, Optus Enterprise and Business Group, John is now responsible for all Optus’ business segments ranging from sole operators and SMBs right through to large corporate and government customers.
Joining Optus in 2001 John has held a number of executive positions across sales, marketing and professional services. Prior to joining Optus, John held the position of Chief Executive Officer, Australia & New Zealand for Worldxchange Communications and has also held a range of executive roles in Australia and Asia Pacific working for companies such as General Electric for 12 years, Techway and Telstra Multimedia.
John has a strong track record in meeting business objectives for both start-up and existing business operations. He has often led turnaround strategies across ICT companies through his broad range of skills and experience in sales, marketing, systems development, professional services and networks.
Soo Meng Tay, Managing Director, SingTel Optus
Soo Meng Tay was appointed Optus Network Managing Director in July 2008 and is responsible for driving the technology, engineering and operation of Optus’ fixed, satellite, IP and mobile networks to meet the strategic and operational needs.
Since 2006, Soo Meng has been Vice President of Network Operations for SingTel, responsible for overseeing SingTel’s Network Operations which includes Local, International and Mobile Switch Management Operations, Satellite Operations, Submarine Cables Management and Restoration, Field Operations, Outside Plant Operations, SingTel Group Operations, Business Operations and Network Operations Centre.
Prior to this appointment he was Vice President of Mobile Networks for SingTel. In his seven years as SingTel’s Vice President of Mobile Networks, Soo Meng oversaw Optus’ mobile network and managed the engineering operations of SingTel’s mobile joint ventures overseas.
He was also responsible for strategic and economic planning, network quality management, and in-house development and management of products and services in Singapore, Australia and SingTel’s regional markets.
Soo Meng has over 40 years global telecommunication experience and was responsible for setting up paging and cellular networks for SingTel’s overseas joint ventures in countries like China, Indonesia, Mauritius, Norway, Sri Lanka, Thailand, the Philippines and Vietnam. He was the GSM Association’s Asia Pacific Chairman in 1997 and was responsible for looking after the interests of GSM operators in the Asia Pacific region.
His association with cellular technology started in 1986 when he planned, evaluated and implemented Singapore’s first Analogue Cellular AMPS system, which was successfully commissioned in 1988. Prior to joining the cellular group, he was with the Fixed Network Switch Planning Department and was involved in the planning and implementation of local telephone exchanges.
Soo Meng holds an MBA from the University of Leicester (England).
